Fixed permisssions on setStopBackgroundUsersOnSwitch().
It was requiring INTERACT_ACROSS_USERS_FULL (instead of
INTERACT_ACROSS_USERS), which cannot be granted by Shell
(and hence cannot be used by CtsVerifier).
