connectivity : Add support for V6 only tethering
Use Settings to Enable/Disable IPV6 only tethering
feature through enable_v6_only_tethering config value.
By default v6 only tethering is not enabled. Config
value can be changed to 1 to enable v6 only tethering
Test : Tethering
IP-Family v4 : Tethered Client obtains v4 address - PASS
IP-Family v6 : Tethered Client obtains v4v6 address - PASS
IP-Family v4v6 : Tethered Client obtains v4v6 address - PASS

Tethering: NULL pointer checker for network info
Try and the catch the exceptions while getting ActiveNetworkInfo type
If tethering request is on DUN PDN, return the first Network with matching
DUN capabilities.

Tethering scenarios with WiFi and LTE upstreams up - PASS
