Extreme battery saver: Force background check on all apps
- Power-saver whitelisted (including temp whitelist) apps and system UIDs
are exempted.
- Otherwise, background services and manifest receivers will be restricted
as if OP_RUN_IN_BACKGROUND is set to IGNORE.
