RESTRICT AUTOMERGE: Set mAllowWhileInUsePermissionInFgs correctly when bindService() from background.
Pass original callingPid and callingUid into
shouldAllowWhileInUsePermissionInFgsLocked() after
Binder.clearCallingIdentity().
