Allow apps to downgrade importance in createNotificationChannel
Only takes effect if the user has not changed any fields.
Some tangential cleanup of the test file:
- Rename member variable "uid" to "mUid"
- Use correct PKG instead of "test_pkg"
- Some character limit fixes
