Test to encourage new settings to be backed up
This test encourages developers who add new settings to
include them in backup / restore by ensuring that either:
- the setting is included in SETTINGS_TO_BACKUP, or
- it is added to a blacklist in the test
Test: run CoreFrameworkTests
