Fix clang-tidy warnings in aapt and aapt2.
* Add explicit keyword to conversion constructors.
* Add NOLINT(implicit) comments for implicit conversion constructors.

* Add NOLINT to suppress wrong clang-tidy warnings on macros.
Test: build with WITH_TIDY=1
