Failing autoVerify backs out of ALWAYS
When an app update uses web link autoVerify but that fails, back
the app out of the ALWAYS state back to the default behavior.

Test: run cts -m CtsOsHostTestCases
Test: manual: set app to 'always' via Settings UI, install update, then
verify state with 'dumpsys package d'
