Restrict capture_[secure_]video_output permission to signature only
Clients have been moved from using DisplayManager to MediaProjection APIs.
The new API doesn't require the capture_video_output permission, instead it shows a consent dialog.
A new privileged permission has been added to allow the system bind to remote display providers.
Test: Updated gmscore gets granted remote_display_provider permission and remote displays are shown in Settings.
