Set bounds from previous modifiers for fullscreen
Bounds in LaunchParams are still used to restore
TaskRecord#mLastNonFullscreenBounds if windowing mode is not freeform.
Therefore still pass it along if previous modifiers or
LaunchParamsController has that.
