Add settings for KernelCpuThreadReader
Settings include:
- Number of buckets
- UID predicate for which threads to collect data for
Test: to test UID selection: `atest KernelCpuThreadReaderTest`
Test: to test settings application: `adb shell cmd settings put ...` and
manual inspection of `pull-source`
