Change the restriction on sending out <Standby> command

Note that we check the current power status client passes when calling the
api.
But when client calls powerOffRemoteDevice, the power status
could be UNKNOWN or not updated, for example when device does not report
power off before going to sleep.
For now we change the logic to only log the status.
We can have seperate CL to handle requerying the power status when it's
not updated.
