Add AudioRecordingConfiguration changed callback
Add a callback reporting changes in current audio recording
configuration for AudioRecord and MediaRecorder.
The callback is called when the capture path configuration
changes (pre preprocessing, format, sampling rate...) or capture
is silenced/unsilenced by the system.
