Handle master location settings on/off for NFW location access
When master location settings off:
Disable non-framework location access in GNSS HAL by setting the
proxy app list to empty.
When master location settings on:
Enable non-framework location access in GNSS HAL only to entities
represented by proxy apps for which the user has granted location
permission.

Test: Partial testing with cuttlefish and location proxy test app.
