Allow auto-pip on launching new Task from TaskBar
Loosen the check on FLAG_RESUME_WHILE_PAUSING in
TaskFragment#startPausing for auto-enter-pip.
Fixed also the round corner radius calculation in WMShell component for
entering PiP transition.
