AppCompaction handle reset of useCompaction due to ActivityManager Namespace flush.
Call to RescueParty class happens due to app stop of some persistent package. This leads to
ActivityManager Namespace to be wiped off. This results in useCompaction to return false.
Hence no further compaction will happen which is an unexpected behavior.
As part of this change we are checking for null value and resetting the essential fields.
