Apply texture matrix to the layer canvas
Fix camera preview shown inverted. Apply texture matrix when
drawing opengl layer.
Test: Ran camera preview in message app and smart lock with face.
Ran CtsUiRenderingTestCases and CtsGraphicsTestCases tests.
