Fix configuration change state transitions.
- Do not ever do onDestroy/onCreate cycle for VR activities when
configuration is changed due to VR mode UI change.
- Do not gate on global configuration change check, as updates
to the global UI mode configuration can race with activity
lifecycle changes.
