DPMS: Allow DO to call cross-profile methods
As a part of Change-ID I5fc3345101c8f61c12a9bbdbd224e95e719a0795,
cross-profile related methods were restricted to Profile Owner DPCs.
As it turns out, some DPCs call these methods in DO mode as well.
Revert the behaviour to allow DO DPC to call these methods (even if they
have no effect).
