Re-revive DeadZone
Call reorient from onAttachedToWindow to ensure that
parent is NavigationBarFrame. Otherwise, deadzone
does not get set upon first bootup and prior to first
rotation.
Bug: 62620242
Test: booted up phone and ensured that DeadZone works without
rotating the screen first. Then: "bit SystemUITests:*"
