wm::DisplayRotation: Limit WFD UIBC rotation to primary displays
The primary display lifecycle is attached to the device uptime and
WFD UIBC rotation should only be applicable to the primary display.
Registering Virtual displays for the rotation intent had the
inadvertent ramification of leaking Broadcast receivers once they
are destroyed, since there's no dispose API for DisplayRotation.
This could also potentially lead to system server reboot in case
the count of accumulated orphaned Broadcast Receivers led to the
ActivityManager service throwing a Fatal Exception.
