WM Wallpaper: Set offset and scale on WindowState level
When we set it on the WindowStateAnimator we are potentially
coming in to disagreement with scaling applied via the BLASTBufferQueue.
Bug: 188504567
Test: Repro from bug. Existing tests pass.
