Floating stacks should crop to their bounds
By removing bounds for floating stacks, it allows windows to get drawn
outside their stack bounds.
This reverts part of I972223a0198ec7a11529e39f5c85cfe94e3bab78

Test: Stacks in SF are cropped to the window bounds
