Internationalize InputFilter.AllCaps
The new code support non-BMP characters, as well as locale-specific
uppercasing and fine-grained span copying.
The modern capitalization code in AllCapsTransformationMethod is
moved to TextUtils now, so InputFilter.AllCaps can share it.
