Fix nav bar consuming
- Cache shouldAlwaysConsumeNavbar so it doesn't get reset when
insets == null
- Remove logic with frame comparison when determining whether to
consume nav bar. Not sure how that ever worked.
- Make sure shouldAlwaysConsumeNavBar survives when consuming
insets.
