Add ANGLE_ENABLED_APP to CoreSettings
The way we were checking Settings was invoking a 2ms hit.
Move ANGLE_ENABLED_APP to CoreSettings, which are already
available to the ActivityThread, eliminating the hit.
Test: Verify developer option works as expected
