Extract StartInputReason from InputMethodClient
This is another step to split InputMethodClient into multiple classes.
With this CL, StartInputReason will be extracted from
InputMethodClient.java into a dedicated file.
This is a mechanical refactoring. There should be no user-visible
behavior change.
