Exposing some ViewRoomImple methods in shared lib
This would allow us to implement SyncRtSurfaceTransactionApplierCompat directly in Launcher
so that we can better handle surface lifecycle
Also removing java 7 restriction from librayr as the latest gradle properly handle java-8 jars
