Issue 2416481: Support Voice Dialer over BT SCO.
Added public methods to AudioManager API so that unbundled applications can use bluetooth
SCO audio when the phone is not incall.
Without this change, the only way to activate and use bluetooth SCO is via the BluetoothHeadset API
which is not public yet.
