Fix error in MeasuredEnergySnapshot voltage
The voltage algorithm didn't seem quite right; e.g.
if avgVoltageMV == 1, this would give the wrong value.
We presumably should round off, not up. Indeed, the tests
in MeasuredEnergySnapshotTest already do so.
