Move FeatureFlagReader to sysprops
DeviceConfigs ended up being flaky and buggy. They were also eventually
reset.
SystemProperties are stable and widely used across the system.
Test: adb shell setprop persist.systemui.flag_monet 1
Test: atest FeatureFlagReaderTest
