Fix background colouring for settings themed icons
Settings homepage icons use primary colour as background since ag/11222264.
So, we should update their themed icons together.
Fix: 175406546
Test: Rebuilt rom, and set differnt icon shape in Style app. I see the
correct color is applied on icons.
