Fixed permission issue with AM.setFocusedStack/Task APIs
- Check for MANAGE_ACTIVITY_STACKS permission when AM.setFocusedStack
or AM.setFocusedTask is called.
- Clear calling identity when AM.setFocusedStack is called.
