Use the PlatformLogger in the platform
1) Add LoggerInstanceManager (similar to ImplInstanceManager)
2) Call statsd api to log atoms in PlatformLogger
3) Added BinderCallStartMillis to calculate estimated binder latency
4) Log CallStats for putDocuments
