CanvasContext::draw: flushAndSubmit when not drawing
Bug: 195081399
Test: manual + dumpsys gfxinfo
CanvasContext::draw has some conditions under which it will not draw. We
still need to flushAndSubmit to free scratch memory if there were
texture uploads this frame.
