Update Drawable API to expose getOpticalBounds method as well as
the Insets class
Updated all Drawable implementations to remove the @hide annotation
Fixes: 78942648
Test: Re-run CtsGraphicsTestCases and updated Drawable CTS tests to
verify getOpticalBounds implementations
