Make StatusBarKeyguardViewManager injectable
There is a circular dependency between KeyguardViewMediator and
StatusBarKeyguardViewManager which is addressed via Lazy<> for the
ViewMediatorCallback.
Test: manual (sdk_gphone_x86 and hawk), atest SystemUITests
