Move activity timeouts to ActivityRecord (81/n)
Reduces reliance on ActivityStack
Also:
- Removed AS#mWindowManager and use mWmService instead
- Renames AS#mService to mAtmService
- Removed AS#mLruActivities which was only used for logging
