Cache getActiveDataSubscriptionId Binder calls
Use PropertyInvalidatedCache to avoid redundant
calls to SubscriptionController.getActiveDataSubscriptionId.
Bug: 151953109
Test: Verified cache operated correctly when phone process is killed.
