Remove test 1944
This test checked that we would not crash due to an interaction
between atexit handlers and thread suspension. The bug was fixed but
this test is actually rather flaky due to the inherently
multi-threaded nature of library unloading. Since this test isn't very
useful on its own and to quiet the noisy flakes we are removing the
test entierly.
