Add helper scripts for building and distributing linux_bionic binaries
Add a build_linux_bionic.sh script that will build a target with
linux_bionic enabled. Add a dist_linux_bionic.sh script that will copy
all soong output to a given dist directory.
Test: DIST_DIR=$OUT_DIR/mydist ./tools/dist_soong.sh com.android.runtime.host
