ART: Add cutout for Character.toLower/UpperCase
Add support for ASCII codepoint toLowerCase/toUpperCase. Those
inputs are easy, and generally sufficient.
Allows to compile-time initialize:
* android.text.Html$HtmlParser
* java.util.UUID$Holder
* sun.security.ec.ECKeyFactory
