[metrics] Add -Xwrite-metrics-to-log option
This CL adds a -Xwrite-metrics-to-log command line option, which causes
ART to write metrics to logcat at shutdown. At the moment, this is
mostly useful for tests, but this change also lays some of the
foundation for more flexible metrics reporting.
Test: test/run-test --host 2232-write-metrics-to-log
