Temporary hack: Also print extra backtraces on test timeouts on host.
There is no `debuggerd` on host, and `gdb` may require root
permissions to run `ptrace()`. Send `SIGQUIT` to ART to ask it to dump
information via its signal handler instead.
Test: Rely on the Android Build (master-art-host) and the ART Buildbot.
