Fix relation between debuggable / JIT zygote.
- Move the logic to clear precompiled in ClassLinker.
- Add a null check on entries in ZygoteMap
- Avoid doing JIT zygote actions (precompile, remapping boot images)
when debuggable.
Test: android.jdwptunnel.cts.JdwpTunnelTest#testAttachDebuggerToProfileableApp
