Revert "Disallow vmsplice(2) for all zygote-spawned processes."

Reason for revert: http://b/159712722
The original test (`atest --test-mapping packages/providers/MediaProvider`) passed in AOSP, but there's a new use of vmsplice() in rvc-dev.
